it might be the throttle cable, make sure there is no damage done to the cable as i had the same problem and my cable had like a twise in it.

it's where your lever is mate and where the cable goes in there will a threaded collar, turn this like how you adjust your brakes on your bmx/mountan bike. I set mine up so there's a tiny bit of play before it pulls the cable.
you can also adjust it near the engine where the cable connects

has the bike worked before? if so have you touched/adjusted anything?
it does sound like you clutch is not disengaging, if it's not your cable it's more lkely to be something internal but what? i'm not sure lol

Under the chrome disk on the engines right casing you should find..19 .
Loosen the 10mm locknut on the clutch adjuster screw. Tighten the screw until there is very little to no play in the clutch actuator plate, hold the screw with a screwdriver so it doesnâ??t move and do back up the lock nut with a spanner. Be sure that there is a small amount of play at the clutch lever. If not, adjust at the adjuster on the clutch lever perch until there is about 2-3 mm of play in the clutch lever, in other words not holding your clutch â??onâ??â?¦â?¦â?¦â?¦.job doneâ?¦â?¦you may need to fine tune the play in your clutch lever untill your happy the clutch is â??bitingâ?? properly.
That should do it for you...hope it helps
