choke off no go choke, half way high rev

hi there, start my baby up and she keeps dying so put choke halfway and its reving the nuts out of itself but not dying. also cant ride it with choke off as loses power when reving up? is it as simple as turning the screw? but if i do that so it ticks over with choke off wont it be really high if ever i use choke?

i might be an idiot sir but there's 1 thing i am not and that sir is an idiot.
