stomp 140 problem

Was the fuel cap on or of when drainning the tank? If the tank continues to drain with cap removed the cap is at fault. Had a similar problem and fixed it in two seconds with a larger hole through the tank cap seal to allow air entry as fuel is used. would explain initial running and cutting out and the fuel flow when shaking the bike around.
