It probably does. But obviously not very well, otherwise the engine wouldn't kick back like it does.
You can manually back the timing off, and make the engine 10x easier to start. My YX150 and Lifan 150 were the same in my old road legal. Backed off timing on both engines, and they started a lot smoother/easier.
