Choke/throttle

So, when i start my mini moto with the choke open witch is the oposite way round for some reason, the wheel spins up as if the throttle was fully open and then when we hold the brake then turn the choke closed the wheel stops spinning but when we turn the throttle it revs then bogs out, or it wont spin the wheel?

Fuel problem clean the carb
2 stroke cag ?? Check the reed valves
Post pictures of the carb I can't see how the choke could be working the opposite way
