Firstly your rear wheel must be central to the swingarm. If you have a used bike that's been messed with you may need to check everything lines up. To do this remove your spacers and install the wheel without them, centralise and align your rear wheel with the axel nut just lightly nipped up (not tightened) now measure the gap between your wheel bearing and swing arm on each side, check to see if this measures the same as your spacers, if not you will need to modify/replace them.
Once the wheel is central you can then set up your rear brake which works on a sliding caliper and will adjust itself (sometimes with a little persuasion), if it still doesn't fit then you have the wrong caliper.
