Advice on wheels please

My mates son has a Wpb 160 and we we go to our local quarry that is a mixture of sand and gravel with the odd big rock thrown in he is continuously
Breaking spokes .
What's the best and strongest make of wheels in a 14-17 set up ?

could consider getting some rims from something like a ktm sx85 and having them built onto cnc hubs. dunno if the spoke patterns are the same.

are the spokes checked before he goes out on a ride? How old are the spokes within the wheel? Maybe its down to poor maintenance rather than thinking it's cheap chinese rubbish.

Spokes are checked before he goes out and the wheel set are new.

do you know how to build a wheel? or are you just making sure that they are piano tight, every time he sets off? What gauge size are they currently built from?
